Too Noisy, Not A Great Overall Experience

These aparments are over-ridden with noisy and inconsiderate neighbors.
Example:
2:00 a.m late night conversations in the walk ways.
Out of control kids running around, yelling, and banging on the stair wells. - In a house/neigborhood this is expected and welcomed, but in an apartment setting this is irritating.
College kids inexperienced in the courtesy of apartment life; heavy walking on the top floors, obnoxious, loud music.
Even worse the walls are paper thin so the noise is very noticeable.
There is a zero tolerance policy that is not enforced.
There is also a very rude off duty SAPD officer, working as courtesy patrol, who could care less about your grievance.
The cares team/apartment management is nice, but as I mentioned they do not enforce the zero tolerance policy. Which is kind of funny because we were told that if we ever had a problem all we have to do was let them know. Well, we have, several times and each time all they do is say, "call the courtesy patrol." And when he's called he never shows up. The only time you see him is when he's parked in his car staring you down.
This place has been a nightmare for us.
As a family with a young child, I would honestly reccommend that you only move here if you want a college dormitory life.
But then again for the price of rent here, you could buy a house.
2bed, 2 bath - in the 800s monthly.
