Dumpy, trashy, criminal hang-out.

If you like your neighbors trash stink smelling up your patio, then this is the place for you. If you prefer rude office clerks and know-nothing maintenance workers, than this is definitely the place for you. Be smart and do not rent from this dirt hole.
