Dog poop rule guest parking rule

I have been living at the place for 2 years. I like pretty much everything including the management (they are not perfect, but still OK). The rules ARE reinforced, you can read other reviews about it. The only rule which is not reinforced, and I can say the management closes their eyes on this rule - it is the dogs policy. There are plastic bags located all around the property. But dog owners for some reason prefer to sh.. all around. This is a public place, not their own yard. It is polite when you do not sh.. in public places. I figure I am surrounded by people who does not care if they live in unsanitary place. Dogs poop is unsanitary and unpleasant. There is no way to walk on the lawn especially behind the buildings (seems to be nice area to walk around with a child). It is named jogging trail on the prospectus. This jogging trail lays its way through poop debris. This area is turned into dogs restroom. Nasty. For the price we pay there should be money left to pay someone from maintenance to clean the lawn at least. I am on the first floor, and I see dogs right in the front of my patio taking poop! No way! I would like to report them, but I need to provide their room number. And how can I follow them to find where they live' Some of big sized dogs walk unleashed scarying people around.
Another thing is the guest parking. I do not understand what is so hard about marking those spots with the word guest instead of number. This way you would not need to drive around with the paper where all of them are listed. There are only few guest spots for the entire property, and they are almost always taken. I guess if you are a hermit and you do not have any friends it should not be a problem. The management said they do not care about guests, they only care about tenants - which sounds awkward.

This person obviously has no education or typing skills. The management don't care about dogs "pooping" or guests because the management don't care about anything but getting your entire security deposit. This person is a tool.

As far as education??? you do not have to be a professor to pick up after your dog and keep it clean just to be polite to other residents/kids.
