dont do it! moving here could be a mistake-water bill sucks

I normally don't write reviews about places, so this is the first. I would say there are two distinct periods living at talavera, old management and "new" management.
Under old management, the complex was nice. Even though maintenance was slow to resolve issues; for instance, leaking water heater that went on for 3 months until replaced, the management staff was nice, the grounds were ok, and there seemed to be less issues needing the police.
When new management took over there was almost an overnight change. The people that moved in were how to say this, involved in shady activity. For example, when I would come home from work there was this young guy sitting on the stairs asking people to buy pot and over stuff. I reported it to the office and very little was done. Another altercation, involved the people living across from us, a drunken argument erupted, and apartment security was called to no response. The police were then called out three times before the problem was resolved. Management seemed to be uncaring about the growing security issues.
The grounds and courtyard travel across at your own risk! I have never seen such poorly kept grounds. There is dog crap over the entire courtyard, dead or dieing trees and uneven dirty everywhere. My wife and I often referred to the courtyard as "the mine field of dog shi**".
The last and most valid point I have to make is the water bill is a joke. Talavera has "community water", which sounds like it would be a good idea, but caution, it is not! My wife and I lived in a one bedroom, 3rd floor. Just us two, nobody else. with the idea of community water, the entire complex receives one water bill, which the complex absorbs "X"% of the bill then the rest is distributed among the residents based on criteria, square footage of apt. and number of people living in the apt. our water bill was consistently over 45$ per month. Doesn??t sound like allot, however, my friend who lives in a two bedroom apt in the same complex, paid 25$ and at other places lower then 15$. Needless to say, this place robes you on water.
so my advice, move in with caution, talk to others about your water bill and call maintenance several times to fix problems. thank you...

first of all, Talavera has had the same management and manager for more than 3 years..so I don't know what the comment about new management and old management is about...as for water bills, Talavera has an allocation system (not sure what "community water" means. It sounds to me like you are actually in a larger apartment and have more than 2 occupants on your lease, water bills cannot be charged incorrecty because it is a government standard of allocating based on your sqft and occupant number...2 weeks ago Talavera hired a service that's sole purpose is to "de-poop" the property 2 times a week!!! Unfortunalty, it is hard to make people pick up after thier dogs, but this solves the problem!

I just looked at these apartments today. They seem OK actually, I didn't notice the dog crap thing at all. Also, your spelling is atrocious in some very particular instances.
