My wife and I have lived here from 2004-2005.

Parking:
The parking is fine, especially when I get the spot under the tree on those hot summer days. I've never had to park far from my door.

Noise:
The noise level is annoying, but I'm very picky. Also, every time I call the "courtesy patrol" line, the problem is remedied VERY quickly... except for this one time when I had to call the cops to get this damned car alarm to stop... yeah. I like it quiet. Our neighbors are mostly young military guys who buy big stereos, then quickly find out (when I complain) that low frequency sounds easily travel through walls and buildings.

Grounds:
The grounds have always been VERY well kept! Especially in comparison to the community in which the appartments are located. It's nice when I'm home, but a rude awakening when I walk to HEB and see enough trash along the way to fill a landfill. But like I said, even though the people living here routinely throw their trash on the ground, the crew keeps it very clean :-)
The lake: I never really go there, but I probably would if there were a running path around it or something...

Safety:
Well, we haven't had any problems (inside the gates). Some people may be loud and trashy, but most are very respectful (mostly military). The gates are often broken, but I don't think that's a significant problem. The lighting is fine, and the ducks that roam the grounds seem pretty tame. You may want to bring a taser to the grocery store though. People are much more pushy and rude than I'm used to, but that's OUTSIDE THE GATE, and inside is quite tolerable.

Construction:
In a single-bedroom, third floor apartment, we pay up to $160/month in electricity and $30/month for water. Those are maximum values, and we could do better. For the first few months, CPS was charging us like %0/month for electricity, but it was a mistake and they fixed it. So people, WATCH YOUR ELECTRICITY BILLS CAREFULLY! The water has been shut down a couple times for very temporary repairs. When they do shut it down, they work very quickly to get it going again. We enjoy our balcony very much. The kitchen is typical. The washer/dryer are new and compact. I don't know why anyone would want a fire place in San Antonio, but it's there. I clog the toilet routinely, but I have huge movements so... ok, that's enough about construction...

Maintenence:
The guys here are great. They live here too, so they seem to take pride in their work. They're also very friendly. I've read some bad reviews, but take it from me, if you're nice to them, they're very nice to you. I suppose they'd get pissed if I called them to come and plunge my toilet, but I'm not stupid like that. I've had them come to do some minor work in the bathroom, which was accomplished within 2 hrs of me calling them. I've also had them fix the garbage disposal (pice of bone stopped it), which was also accomplished within 2 hrs of my call. The guy who takes care of the pool does a great job, we see him out there all the time. All I can say are good things. Even the mail man is a nice guy. Advice: Give respect, get respect.

Office staff:
They seem to be pretty laid back, but efficient workers. They all have their different jobs, and when you need something done, you just have to talk to the right person and it's done! They probably know me as that guy who complains about noise all the time, but they're still very friendly. They also keep convenient hours.

Overall:
Picture this: When we were looking in the area, I actually saw two fist fights break out at two other apartment complexes on the same day. Everywhere we went was nasty, rude, completely unacceptable. Westlakes Villas is a nice retreat with some small apartments for prices just a little higher than most in the area, but IT'S WORTH IT! Driving through those gates is always comforting. And the pool is always very well kept in the summer. I've only been here a year, but it's very reassuring when I park in the evenings to see Kiki (spelling') the maintenence guy on his balcony saying hello and watching the parking lot as he very often does after work. These maintenence guys really make the place worth living in.
So overall, the only problems we've had were with our neighbors, and taken care of by the staff VERY quickly. Advice: Get a place near the leasing office if you like quiet, I think it might get more attention. If you like to party, I think towards the back might be better. And don't come 'round my place (facing the front pool) make'n noise cuz I don't tolerate it!
