Let me tell you a story of horror and intrigue. LIVING HERE! If the mold does not kill you the rotting wood holding up balconies will. The staff is about as useful as congress. The water heater is at least 30 yrs olds and looks like a stick of dynamite blew it up from the inside. The washer and dryer come right out of the 50?s and are loud enough to hear outside. Your neighbor may sneeze, and you say ?Bless You? and they answer back (paper thin walls). I don?t think the water was ever clear and I am still analyzing the black excrement that was already in my tub when I moved in and never went away (even after BLEACHING!!).There are nicer complexes next door. Look there, avoid here!
