High Monthly Water Bills and Move Out Charges

The Cedars
The Apartments were ok. A few repairs that were not timely taken care of. When I moved in they said that I would get new tile floors, but it did not happen.
When I moved out I was charged $35 for them to clean the carpet. I lived there by myself and the carpet was vacuumed thoroughly before I left. They just want my money.
I was charged $80 for them to clean the apartment. I again lived there by myself and spend 2 hours scrubbing before moving out. The apartment was clean.
I was also charged $150 because Salvation Army picked up 4 items donated and left behind 2 items (the office manager had already talked to Salvation Army will about the items being picked up and said it would be ok), but decided to charge me instead of calling me when Goodwill did not take them all.
The worst thing with these apartments besides the arbitrary made up charges, is the monthly charges for water and trash pickup. Bills for me living by myself were $50-$95 every month. The apartment sent out a letter on March 25th 2008 which said "As you might be aware, the water bills have been significantly high over the past few months" and that they had "hired Roto-Rooter to repair a major property leak".
I received a statement of charges with this warning - "If payment is not received within 30 days this account will be turned over to the credit bureau."
When I try to contact Eric Huerta, Property Manager, he will not take my call nor will he return my call.
When I ask to talk to the Owners, they say the owner is not available and will not give me the person s name.
They say that the District Managers name is Patty, but don't know her last name. She has not taken or returned my call either.

This is the manager-Eric. I empathize with this resident's hard time prior to my management. There was a water issue that has been resolved. However this resident chose to not pay any water for over 6 months. Also large heavy furniture, computers, and various trash were left. I'm sorry but I think a little responsibility on the resident was required here. If you try to pawn off your junk on Goodwill or Salvation Army have the decency to get a truck and drop it off your self. Nice passing of the buck try being more of an adult next time.

We lived at the Cedars for almost a year. Total joke. This guy's comments are right on with what we encountered. I went by the apartment finder businesses to make sure they never suggest the Cedars. Don't live there!

Here is a history of my water bills (I lived alone - one person).----
Month 1 $8.04 ----
Month 2 $77.22 ----
Month 3 $65.60 ----
Month 4 $60.94 ----
Month 5 $83.48 ----
Then I received the letter from manager-Eric dated March 25, 2008. The letter says "We have hired Roto Rooter to repair a major property leak that has been detected." "As you might be aware, the water bills have been significantly high over the past few months." -------
I went to Eric and told him that I apparently had overpaid and was not going to pay for month 6 bill. He responded "Fair Enough". -----
Month 6 $87.10 ----
Month 7 $92.45 ----
Month 8 $97.87 ----
Month 9 $67.85 ----
Month 10 $51.24 ----
etc. ----
..---
I spoke to Eric today finally. He finally called me after leaving 4 messages last week. ..------
I told him that I would pay for the water when we determine the correct charge. He now says that I can pay $51.42 for each month.
He also told me that I was the only tenant that took objection to the inflated water bills. ..-----...
Eric said that he charges almost every tenants for cleaning the carpet and cleaning the apartment even though it is "normal wear and tear", because they need to be cleaned before he can rent them out. .. ----- ..
I told him that this is against State Law according to The Texas Attorney General. ----

I guess The Cedars just wants more money from those that move out after there lease has ended... ---- ...
As to the Salvation Army, check out there website and you will see that they have a link to "to schedule a pickup". I called and just by chance the sweet lady that worked there said that her granddaughter worked at The Cedars...----...
The Cedars employee Sheena does a great job for the Cedars and her grandmother works at the Salvation Army. All was set up by me with Sheena and with the Salvation Army. The Salvation Army arrived and The Cedars employees let them into the apartment. Eric told me that he did not even know that I had talked to Sheena. When I received Eric's request for $150 for "Trash out", I called and Sheena told me that The Salvation Army did not take everything. I wish I had know. It would be better than an inflated bill from The Cedars.. ----- ..
I still have not heard from the District Manager Patty. Later I noticed Eric had responded to my rating of the apartments before he even called to talk to me.. -----..

I lived there from 2005 to 2007 and i was charged $150 for a small nick in door that you could have covered by using white out. They said they had to replace the whole door. But then again the Cedars paid us almost $1000 to move out so we wouldnt give them problems about the mold issue in our bathroom. Sounds like it hasnt got any better since I moved out of there!!
