Nice Place, but dated and weird Fees

There are more things wrong with this place than there is right.
Pros:
-Nice Friendly Neighbors, not a lot of college kids mostly families
-Well maintained landscaping
-Location is great for getting on an off the highway
-Huge Space and closets
-Good Price
Cons:
-Water is supposed to be paid for, but we receive a water bill and have to pay it every month.
-Water goes out at least once a month for a few hours during the day
-Appliances aren't very reliable
-Some cabinets are rotting and falling apart.
-Walls are really thin
