Disclaimer: I moved out in fall 2006. I acknowledge that it is possible things may have been improved in 2 years, but no way did they change THAT much. After seeing the deceivingly high ratings I must say something so people don't think this place is that good.
Looks: The apartments are old, and the appliances looked just as old (lots of wear and tear). Tiny sliver of a kitchen made me avoid cooking at all costs. Gray tile floors and white walls. Everything a monotone grayish, sort of depressing. The apartment grounds in general aren't very pretty but that's not important.
Maintenance/bills: The utility bills were exceedingly high. Over 250 dollars a month. I pay half that now. While I was there, a leak developed in a visible pipe right over my water heater. Twice the water heater died as a result, but they said they didn't want to fix the leak cause it would involve doing work in the ceiling. They wrapped some cloth around the leak instead, and I sat a bucket on top of the heater to catch the constant dripping. If it wasn't for the fact that I was leaving soon I would have been really angry about them brushing off this huge problem. I had to call emergency maintenance when the heater died one time and made the whole apartment smell like something was burning. Maintenance would come when called but preferred a temporary fix over anything else. Also, people moved in right after we moved out so I can assume they did not have time to fix the problem. Check for leaks!
Safety: This was a creepy place to live at night. My sister and I had our bedroom windows facing toward a dark alley between buildings and a dark woods area. My sister caught a man standing in front of my bedroom window staring at it. Obviously he felt safe enough to do that because the grounds were really dark, and do not have any enclosing fences or gates. We later found out there had been other residents reporting this peeping tom. Note: I believe that they were adding light(s)' to the dark alley around the time I was moving out. If you check out this place ask about lighting or check for lighting yourself! I am not blaming Mosscliff, as crime will happen anywhere, but make sure the apartments do not tempt criminals.
Of course, I got back only a tiny portion of my deposit even though my family helped us clean everything. But I don't believe it's unusual for apartments to lie and claim they needed nearly all the deposit so I won't fault them.
