When we looked at apartments, River Oaks was definitely tops. The place looked great and Joe (former manager) was very helpful. About 3 months into the lease, things started going downhill.
Let me start off by saying that David, the maintenance man, does top notch work. If you have a problem, he will come out and take care of it as soon as he can, which is usually within a day. If there's anything I will miss about this place it will be him. He's friendly and seems to genuinely care about the tenants.
Everything else though pretty much blows. In August, a water pipe broke leading into our building. It happened on a Saturday morning. I called the office, left messages, and called the emergency number. Someone finally called back to let me know that they knew about it. The pipe leaked for at least 24 hours before anyone showed up. It wasn't a little leak. In fact, there has only been one rainstorm in the last year that filled our ditch as full as that leak did. So they dug it up and left all the dirt on the sidewalk. Great, now we have to walk through the mud to get to our cars. And not to mention all the dirt we tracked in because of it. Soon, I noticed that these leaks were popping up all over the place. I counted 5. And guess what' They changed the water bill. Before, it was $35 flat fee. After the leaks, it jumped up to $200 a month! And to top it off, they told us it would change in September. They failed to mention it would cover half of July and all of August. They also made a couple of other changes, nothing but patio furniture outside, no BBQ grills allowed at all.
But what really chaps me is the way they handle pets. Pet owners are supposed to take their pets to certain areas to poop. That area is not the courtyard/park area where the kids play. I complained many times that I really dislike cleaning poop off my kid's shoes and clothes. I also gave specifics on which owners were doing this. Still, poop all over the playground. Also, when a tenant in the next building had an overly aggressive dog, we reported it. They told us, "They don't have a dog." I responded that whether it's on the lease or not, there is a dog - and if there's a dog on the property that they know about and it bites someone, they are liable for damamges. I informed them on this after about 2 weeks of having to deal with this leashless terror. Only after hinting at a lawsuit did anything get done. I also stated that I shouldn't have to have a weapon at hand when I sit on my patio.
The staff (currently) is apathetic, and sometimes downright rude. Lately when I go into the office, I get some sort of standoffish attitude. Not "Hi." Not "What can we do for you'" Nothing. If this was a store and their employees treated me this way, I would no longer shop at that store. Unfortunately, it's a little costly to break their lease.
About the only thing that is good about the apartments is that it's on the Tx State Bus route. Other than that, (and David, the maintenance man) this place is only one step better than living in government housing.

I would really like to meet this tenant. I have had some of the same problems. I was told when I moved in that the water bill was a $35 flat fee but it was changing to make it better. The only people it got better for was the apartments. I live in a two bedroom by myself and my water bill is more than my parents which is where I do my laundry. Kelly the manager has been nice every time I have spoken with her. Morgan is just lost ignorant blonde college student. I forget the guy who works in the office, but if I would not go to jail I would beat his ass to a bloody pulp. He is rude and talks down to you. He needs a good ass kicking. The only reason I am here is for the location from here to my work. The rent is good and they don't do individual leases which is great. The only real problems I have here is most of the management (mainly that pecker head guy). They do need to put up dog clean up stations with the little baggies for cleaning up your dogs crap.

I have the same problems with the people in the office! I'm glad everyone else is having the same problems with them. I thought it was just me.
