A new problem every month

I haven't been here very long, and this is my first apartment, but since I've lived here I get a new headache every month.
- Fridge broke - Dishwashing machine broke - Hot water heater broke - Storage room was flooded from the broken hot water heater ABOVE us and is still full of mold and debris that hasn't been cleaned out.
Everything here is shoddy, and slapped together, if it hasn't broken yet, it will. And god forbid you have to talk to anyone who works in the office. I suggest that if they tell you ANYTHING, you demand a copy of it in writing, and signed. If you can even get them to talk to you at all, they are so rude, and uniformed. We were told that our first months rent would be free, as some special signing deal.. much to our suprise the first day we moved in they demanded rent with the claim that the office person who signed our lease with us had made a mistake, and our apartment wasn't eligible for the free first months rent. Do NOT put your rent check in the night box, hand it to them in person and demand a signed copy of the receipt.
I've heard horror stories from neighbors, and once overheard a woman reporting to an office lady that there was a cat that had been trapped in an abandoned apartment, and the ceiling in the apartment had fallen in and she had been telling the people in the office about it for three days and no one had gone to do anything about getting the animal out of there.
It's a shame really, the apartments are in a good location, and our immediate neighbors are nice people (I can't say the same for EVERY resident, but there's always going to be some bad eggs no matter where you are at..) the grounds aren't bad, and I can't complain about how much we pay in rent. Am I going to renew my lease' Probably not. The majority of the staff are inept, and the maintenance men are overworked and streched too thin.
