Rapidly declining quality in property, management and maintenance.

Had numerous problems with my apartment including:
1) 7 inundations of dirty water from upstairs apartment. Water came into the apartment through the exhaust fans in the bathrooms. In 3 of these events, water seeped under the paint, causing the paint to bubble and blister, either along the ceiling or walls. 1 event occurred while I was on vacation, I came home to over half my apartment carpeting wet. 3 of these events occurred in the last 6 months. These inundations have caused the carpeting in every room to be water damaged, and the bathrooms have water stains on the sides of the cabinets. No repair has been effective in stopping the water, and the exhaust fan in one bathroom is barely operational.
2) Washing machine had loud grinding noise and leaked. Maintenance said to continue to use the machine while they tried to get a replacement. It took over a year to get a replacement. The washer was replaced 6 months ago.
3) There is significant mold and water damage throughout the apartment. It was obvious when the washing machine was replaced but no action taken by Jefferson Village. The only room that hasn't sustained heavy water damage is the kitchen, but I haven't pulled out any appliances to check. Mold and water damage continue out to the attached garage and neighboring garage unit.
4) The garage door opener fell down and damaged the top of my car and the garage door. It took almost two years to get the opener and garage door replaced. Contractor for garage never cleaned up after he finished his job.
5) Returned from another vacation to find a hole in a window pane from possible hail damage. Took repeated requests to get the pane replaced. When pane finally replaced, maintenance left glass pieces and shards behind on window sill. The pane right below the replaced glass was cracked, and still not replaced.
6) Intrusion alarm hasn't worked since I moved in, despite multiple service calls including outside contractors. When it's windy outside, the alarm cycles frequently from a ready to an unready state and back, despite all doors being dead-bolted.
7) Water heater heating element burned out in March 2003 and was replaced. New element and thermostat caught fire in September 2003. I was able to put the fire out. Water heater not replaced, just thermostat and heating element. White hot water tank still has a coating of brown soot on it from fire. 8) When the water heater caught fire, smoke filled the apartment. None of the 4 smoke alarms in the apartment sounded an alarm. I made repeated requests to inspect, test, and repair or replace the possibly-nonfunctional smoke alarms. No action taken by the management company.
9) On at least two occasions, maintenance personnel reset the garage door opener frequencies on neighboring garages such that they shared the same frequency as my garage. This resulted in my garage door being left open and theft of personal belongings.
10) The management company has frequently painted my belongings while slapping up new coats of paint to cover water damage. They have damaged my belongings while trying to move them.

Additionally,
1) Management makes no effort to enforce the pet provisions of their leases or new city leash laws. Dog feces are everywhere. Dogs are not on leashes.
2) Beer cans and cigarette butts litter the property, except when the judging of local beautification contest is in progress.
3) Maintenance spends more time repainting manhole covers and grates with silver paint in high traffic areas in the middle of the parking lot then they do addressing real tenant problems.
4) Management uses the cheapest contractors and materials they can find. The apartment exteriors have been painted twice while I lived there.
5) Management sends us letters about mail theft, and the importance of picking up our mail daily, but has taken no steps to better protect the mailboxes, such as installing an access gate.

The decline in service was slow until early 2003. Since 2003, quality of service has declined rapidly. Every problem that is fixed usually takes multiple calls to get it fixed. The average time it takes to get problems resolved exceeds the average lease term. Some problems like the water entering the apartment from upstairs, or the alarm have never been resolved.

The lack of concern for their negligent actions particularly when they directly damage my belongings or result in theft bothers me.

At one time I was a renter who referred friends to the property. Now I am a very unhappy tenant.
