Declining community and broken promises

When I first moved into this apartment it was great. They messed up at the start and gave our apartment to someone else, but they ended up making it right and giving us a bigger place at a lower rent and even paid our rent at our old apartment since we had to stay longer.
All of that sort of thing ended in 2006.
1) The parking situation became totally intolerable. To combat this they allowed people to buy unoccupied covered spots, but had no records as to what spots were occupied or not so it was up to us to find a spot and then ask them if it was open. Why they did not have a simple spreadsheet with that information is beyond me.
They also decided to tow any car that did not have an approriate parking decal. This is great until you want to have friends over or anyone to visit. They must park across the street at busy resteraunts in order to visit. I do not understand why they did not just simply account for everyone on everyone's lease and assign spots.
2)Crime has gotten very bad here since 2006. There have been multiple breakins, in broad daylight, with doors pried open and alarm systems ripped out of the walls. The complex constantly insists this is not their problem and that crime just happens. They will not entertain hiring any sort of security guard to patrol just during the hours the crime is occuring. The residents have had to attempt to organize some sort of neighboorhood watch on their own.
3)The complex is constantly littered with trash and beer cans. At times there are glass beer bottles near the pool area, which is supposedly not allowed, and a day prior to writing this I observed a used condom laying out on the grass in front of my building. I have gone out in the hallway and seen bags of trash left out near our door and seen silly string sprayed all throught the corridor. The office staff has told me that they maintience workers are not allowed to pick up trash.
4)The dumpsters are constantly full and the apartment recently built a larger pen to house the dumpsters and it seemed they were going to add additional ones. They have not and now people simply dump their excess trash on the ground next to the dumpster. But at least we can't see it right'
5)Problems with noise have gotten worse and worse as time goes on and showed me the character of some of the residents. When confronting a resident, for the first time, about her noise interferring with my studying she informed me that she shouldn't have to adjust her music to my schedule and the police had to be involved to resolve the situation.
6)When it came time to test the smoke alarms in the complex they sent out a note warning of the test. What they did not tell us was that the noise was unbelievably loud and that the siren would go off for well over an hour in your apartment. When I confronted the office about my displeasure with this they informed me that they know some people like to "Sleep in" (it was 9 am) and that's just how it is.
7)The time came to renew our lease in march, 2006 and we did not realize it was that close so we were somewhat forced to renew our lease since we had not looked for a new apartment. Though promised that our rent would not go up, it did, and several additional fees were tacked on in addition to this increase.
If you are a thug come and live here. They have offered deals that are so cheap that bad elements have begun to live here. If you want to relive your college days with the worry of theft and a dull thud of base through your wall then this is the place for you.
