Nice, safe, old apartments, but thin ceilings and walls

The apartments are VERY safe, and in a nice residential neighborhood. One time I left my keys in the door all evening and night and they were there the next day. I always feel safe walking around the complex in the daytime or nighttime. There have been no break-ins.
Heating and cooling is very expensive, of course, it is expensive across the country. But because the complex is older, insulation is not as good. Our heating/cooling bill averages $130-$140 per month.
The apartments are older, and it shows. The kitchen appliances are old. Our dishwasher was falling out of its hole when we arrived (still is) and the refrigerator is very old with shelves that fall out. The surfaces in the kitchen are old, and the tile is coming up. The wallpaper in the apartment could use replacing. It is peeling in the living room and the bathroom. The carpet has stains. The bathroom fixtures are old and need replacing--they look dirty. In each of our two bathtubs, the finish has worn off and the bottom of the bathtub looks disgusting and dirty. Rent is cheap, and the apartments are older, so I knew what I was getting.
That being said, every time something has broken, maintenance has fixed it promptly. Almost every appliance that could be broken in our apartment has been broken, but maintenance is always prompt (except during holidays--they do not work).
The ceilings and walls are very thin. When my upstairs neighbor turns on the TV in his bedroom, I can hear it. When he is having a conversation, I can hear that too. This might not bother the typical person, but I am extremely sensitive to noise, so I noticed it. He is my the only neighbor that I have who makes noise.
Last year, the people who owned and lived in the house behind our complex had some dogs who barked 24-7. A few months ago, an old lady moved in next to us, and she must have complained, because I haven't heard the dogs since that time.
Parking is always sufficient, even when I have numerous guests over to my apartment.
I have had some problems getting mail at this location, but it appears to be the fault of the carrier, not the complex. A complaint at the Post Office solved this problem. Hopefully this issue has been resolved.
The complex has speed-bumps that are harsh on one's automobile. However, one gets used to it.
The apartments are a 20 minute drive to Baylor University, and a convenient 2 minute drive to the Super-Walmart.
