I have lived in third world countries that had better housing. I lived in a third floor one bedroom apartment, #712, for 1 year, and this is my experience.
1) Pre moving in I should have been concerned when two things happened. First, she showed me a model apartment that looked fairly decent. I asked her about utilities and she said water was roughly $15 dollars a month and electricity, in a hot month, would run about $80. She refused to give me any information as to what the model apartment cost to run, but I let it go, chalking it up to her not knowing for sure. The second thing was that she pulled a great used car salesman line when handing me the lease--"If you sign it today," she said, "you will only have to pay half the deposit up front." The deposit was huge (over $300, which is about twice the average). She emphasized "half the deposit" as if to indicate I was getting some sort of deal, and almost had me signing. However, I asked about the other half, which she at first pretnded not to understand. I asked again. "The other half will be due before you move in," she said. I was forced to ask about the advantage of signing early. Clearly, there was none.
2) Moving in--Before signing the lease I was told I was getting a discount on the apartment. When the lease was in my hands, the discount was smaller than I had been told, but it was too late. I was in Waco with all of my things ready to move in. So I did. The apartment was not at all ready. The balcony doors were open with the airconditioner running (free for them, I guess), there was a bed frame in the middle of my floor, ash in the fire place, a filthy tub, no shower curtain or rod, peeling wall paper, and very little of the furniture that was supposed to be in there actually was. I called about the bed frame, the uncleanliness, and the furniture. Nothing happened.
Living there--When I say nothing happened, that is exactly what I mean. My first problem with management came with my new neighbors. As the dumpster was down three flights of stairs, I understood the first time I noticed a full bag of trash sitting outside of their door waiting to be whisked away on the next trip downstairs. Within a week the sack had multiplied. Its siblings were left untied, milk and food rotted in the hot Texas summer. I called the manager and asked them to say something. I was reassured that that was disgusting and unusual. Three weeks later, nothing had been done. My first electric bill was over $300 for trying to keep my apartment at 72 degrees. I called to say there must be something wrong with my airconditioner. Nothing happened. My electric bill was consitently over $200. Water bill over $30. 1 person, 1 bedroom. I was told nothing was broken. My neighbors trash piled across the hall into my doorway, "We'll get on it" was the response I got. Nothing happened. It is probably still there.
Moving out--this was actually the best part about the whole thing. Very good feeling. I spent hours cleaning. Scrubbed the bath tub with a scrubber and bleach. Dusted everything. Cleaned the appliances. It looked better than it did when I moved in. Got my deposit back. The charged me $70 to clean the fireplace of ash they had left in there. Another $60 for a water bill that I had paid and had a cancelled check for. Another $60 for general fees.
Bottom line--DO NOT LIVE HERE. It costs too much not only in rent, but in utillities as well. Management is terrible. Dog crap everywhere. The even mispell the street name on their sign for these "Luxury Apartments." What a hell hole.
