the office staff would love to fix many problems, but the owners won't let us. the ownership keeps changing every few years and all they really care for is short term profits.

it's really just hit or miss. you won't get anything done unless its written or if it looks like you're going to sue us.

sometimes if we're within budget, we'll fix a few extra things, but the reality is we can only fix, say, 4 a/c units every 2 weeks, so for all the others, we're going to BS you until you are really serious.

my advice: pick an apartment complex far from campus - they whole culture out there is more down to earth and sensible.
