too expensive, it?s nothing fancy

Years at this apartment: 2001 - 2003
 
this apartments are too expensive and now they are charging water. the bathroom always smell like piss. I cleaned it every other day, but it did not help. it?s something to do with the toilet. they fixed it once, but it did not help either.the location is not so good, i mean not so safe so why are they charging an arm and a leg' I don?t know. The office staff was rude and wasn?t helpful at all.
