I have lived in Westchester for about 2 years now from the old managment to the new one. I have found that the old management who was replaced in 2004 kept the residents happy and was understanding. The new managment has to be corrected by the other workers in the office. They are really nice so go in there if the manager isn't. They also always ask if you want a reciept when you pay rent. We have never had any problems with being accused of not paying. She doesn't seem to know alot about being friendly. I know somone who was washing their car and she told them that they couldn't do that if they didn't like then they could move somewhere else. She also gives out your information to anyone if they ask. Although we have had some problems with the air conditioning someone was always there that day to fix it. Sure kids run around but where are you going to move where kids aren't' Overall if you don't mess with the manager and her dog from hell then you will not have any problems living here. I have liked it so far.
