So-so place & policies---but great office staff

Years at this apartment: 1988 - 1999
Lived there over 10 years in both 2 bedroom apartment & 3 bedroom townhouse. The townhouse had an attached garage (very nice!), but the way the apartment was built (with heating ducts, etc.) to get the first floor (HUGE living/dining room with big kitchen) to a livable (not freezing) temp in the winter, the upstairs (bedrooms) were unbearably hot--and the heating bill was enormous! So you had to decide whether to freeze downstairs to be comfortable upstairs, or whether to be just warm enough downstairs & be stuffy & too hot upstairs.
The apartments don't have any cross-ventiliation with the windows--all of your windows & doors are on the same side--and depending on where you live, you can have almost NO natural light any time--so the place feels like a tomb even with all of the window blinds wide open.
One building had a fire gut almost all of it out back in 1989 and was not rebuilt as soldily--the floors have a lot of spongey places that "give" & the balconies also have wood that is weak & falling apart. When management was informed of this, they tossed it off & said it had been rebuilt well after the fire--but I wouldn't recommend living in building "Z" at all (we lived in another building & watched "Z" burn & saw how many apartments were destroyed--the fire went through the entire top floor, at least half of the second floor & probably a third of the ground floor--almost every tenant was moved out while it was rebuilt).
They don't do much of a check on who they rent to--so it's a crap shoot as to whether you have nice people, party animals or whatever living above, below or next to you.
They have a bad habit of rebuilding a garbage disposal & installing it in another apartment (& then taking your broken garbage disposal & fixing it to give to someone else). I know this because the head maintenance person told me they were instructed to do it--after he had been over to fix ours twice, he told them he had to get a brand new one for us (because he hated that policy as it wasn't cost-effective & just upset the tenants when things kept breaking).
Be warned that when you move out, you should have one of the office staff do a walk-through with you to note that the apartment is clean with no damage. If you don't, they take the word of the cleaning people they've hired who will ALWAYS say it isn't clean & needs repairs (which they charge the apartment for--so you lose your deposit--but they of course, don't have to do.) When we moved from a two bedroom to a three bedroom townhouse, the cleaning people tried this little scam on us, but we insisted the office staff check out the two bedroom before allowing the cleaning crew to begin their "work"--they found out we had it left it spotless and nothing more needed to be done.
