Quality apartments cost more than their worth

The Cortland Apartment's complex is not the worst place to end up in Utah Valley, but it definitely is one of the priciest. When we moved in the carpets were dirty and nearly all of the windows tracks had completely worn away. We were never able to open the windows while we lived there. The pool was sporadically closed for maintenance, and when it was open it felt dirty. The management was not bad, but customer-service seemed to be low on their priority list. However they are especially nitpicky after move-out. The apartment on the day we left looked better than the day we moved in, yet we still were charged nearly $200 in fees. Small pets were originally allowed (with a hefty deposit) but the changed the rules after we had lived there for 4 months to not allow any pets. After 12 months they raised the rent prices by over $100 per month, which was a major factor in us moving out. As a final complaint, they only provide comcast or qwest for phone/video/internet.
Another comment, outside of the apartment's control, the construction going on in the area is significant, and any amenities are far down the road.
Would recommend looking elsewhere.
