Get a top floor apartment

We just moved out of Cortland after living there for over a year and a half. While the one bedroom unit iteself was perfect for what we were looking for (washer/dryer, microwave, clean, a quarter mile from the interstate, and minutes from my employment) it was VERY pricey. The apartment we originally moved into had upstairs neighbors that were so loud (try living under a 1 bedroom apartment with an adult and 4 tween girls living in it) that we moved to a different apartment in the complex. Cortland did nothing to help remedy the situation (in my opinion, I think Cortland should at least of the courtesy to ask the people moving in if they are loud and have kids and if they do to put them in a bottom floor unit). Even though we were continuing tenants, Cortland jacked our rate up by over $100 a month just for the move (treating us like new move in tenants) AND charged the $200 transfer fee (they would not let us clean the carpets on our own. It's "policy.")
If you are looking to live here and are willing to pay the money, I would strongly recommend a top floor apartment. In response to a comment made previously, I agree that it is a very ethnically diverse community. I knew exactly what they were talking about with the volleyball corts and "smoking corner."
