Welcome to a pretty nice place (if you like having a genuine dishonest person as a manager). Lots of ridiculous fees and fines. If anything in or even in the vicinity of the complex gets broken they shut the pool down. Usually it's people that don't live there. Once a sprinkler head got broken by the public sidewalk so they decided to punish the residents by closing the pool. The manager also has physically pushed some of the tenants, he usually likes to be dishonest with his dealings with the tenants by not keeping any word of his contract. He also disregards the BYU Housing rules and BYU looks the other way. The rent fluctuates (the last one was because of Hurricane Katrina apparently). There are many city ordinance and structural codes that are constantly in violation. Mold infestation, led paint, cinder block walls, muddy lawns and doorsteps, and be sure not to make too much noise because the managers have a young child. Also, if you complain about any of the above contract violations you are actually blacklisted and the manager wont let you re-sign a new contract for the upcoming year. Trust me the list goes on and on with stuff too unbelievable to write. Oh yeah, nice ward.

Monticello got all new management in August 2007 (about month after this review).

About closing the pool- they probably had to shut off the water to fix the sprinklerhead and the pool was probably connected to that somehow.

I want to confirm what was said above in the original post. The pool was closed out of spite. I lived there and it was horrible. The manager was fickle and rude. I know the new manager and he is great. The place was awesome except for the management. I would recommend it.
