AC nightmare

First and foremost, My AC has been broken for close to 4 weeks now. I have had multiple maitence people come to my apartment to 'run tests' on the AC,(which consisted of them leaving my AC on for an hour, wasting my eletricity, and going to lunch while my AC was running..-_-) but so far it hasn't actually been fixed. On tuesday mgmnt sent someone from alta-air to fix my AC and he told me what I already knew from information trickled to me by the office; my compressor was broken. He told me it would be cheaper to replace it but he was not going to repair it because you can't find the parts anymore, due to the fact that the AC's are so old they no longer make that size. I went to the office that day and the manager told me she was going to find someone to fix it. E.L was built about 1980 and none of the AC's have been updated since then. they are all 1-ton AC's. Smallest nowadays is 2-ton which wont fit into the designs of the apartment complex. They would have to remodel to make room for them. And knowing the way these places work they don't want to do that. They would rather replace the parts no matter the cost than upgrade and be good for another 10-however many years. It's ridiculous. They figured they could placicate me with a portable AC that doesn't get my Apt below 80...at night. I have tied to get a discount for my rent, (other than the 30 they have give me already) which I beleive I am entitled to but they are extremely unwilling to do that.
Also they have resurfaced the parking lot (which didn't need resurfacing) so they expect the cars for a full apartment complex to fit into half the parking lot. As a reasonable person can assume, that's insane. My car was towed yesterday for being in their way because they didn't think ahead that maybe a full apartment complex worth of cars couldn't fit into half the spaces. Not to mention the fact that when I first moved in I was decived. I was shown a model with shelves in the closet and when I moved in there were no shelves. I had to go to home depot and build myself shelves. The cupboards are crooked, the sink leaks, the bathroom is the tiniest thing in the world. I have to go across the hall to get to my bathroom sink. When I first moved in I noticed my hot water lasting a remarkably short amount of time...so I timed it. 5mins 44secs. I had to have my dad come into my apartment and adjust the water heater so the water was hotter, but it would last longer. Now I get 15mins.
They don't clean the apartments as throughly as they should when someone moves out. My bathroom fan was leaking foul-smelling water during the winter when the snows melted and I took the cover off the fan to see if I could find the problem. The fan looked like it hadn't been cleaned in 10 years. It was disgusting.
They are way overpriced for what they offer. The neighborhood is dangerous and there are two traintracks right by the apartment complex. So you can hear the trains when they sound their horns. It's extremely aggrivating to have office personel who dodge your requests and give you the run-around. PLEASE do NOT move in here. Do yourself a favor.
