Nice place to live, but management is sketchy.

Despite the walls being paper-thin, thus hearing everything your neighbors are doing and vice versa, and the windows not being properly insulated, Park Capitol is a decent place to live, for the money.
I was very impressed with the views and the convenient location (although, as someone who is primarily a pedestrian, the hill is a pain to tackle at the end of a long day at work). I enjoyed living there.
But due to unfortunately family circumstances, I was forced to leave the state and move back to be with my family, several months before my lease was up - originally we had only wanted a six month lease, but management suckered us into a one year lease saying that we did not qualify for a six month lease, which I did not understand, and neither did my roommate, us being young and this being our first real apartment. So we signed the lease agreement. Anyway, when I told management what had happened and why we were leaving the apartment, they said that they understood, but that we would have to pay the lease buy-out cost, which was some enormous fee that was basically equal to 2 months' worth of rent in the apartment. I could not understand why the lease buy-out was so high. The complex was obviously popular, and it wasn't like they hadn't gotten a deposit from us. So we figured we'd eat up the cost and just pay them after we moved.
Nearly two months after I moved out of the state to be with my family, I found an apartment I wanted to move into, and my application was denied. Why' Because supposedly I still owed an outrageous amount of money to Park Capitol. This was about several hundred dollars more than our lease buy-out.WHY'
I called Park Capitol to find out what the problem was, and the leasing agent demanded that I immediately pay them this outrageous amount. Supposedly, after I moved out, my former roommate had "ruined" the carpet in the hallway by allegedly dragging the couch as he moved his furniture out. This was baloney. That carpet was already ruined. With as many dogs as I had seen defecating and urinating on the carpet in the hallway, without the owners cleaning up after them, there was no way that we had "ruined" the carpet. Why not go after the dog owners' They were just looking for an excuse to make some more money.
So after much bickering with the leasing agent over the phone, she agreed to go back down to the original cost of the buy-out and was giving us 30 days to pay them. I asked for that in writing and she said that she could not give it to me in writing. I told her that I was not going to pay unless I had the terms in writing. She faxed me a bill for the outrageous amount. This was not what I asked for. She said that as long as we paid the original buy-out cost within 30 days, that invoice would not be enacted. I said that was fine, I'm still not paying until I got it in writing. She said that she would send me a letter. I never received a letter, so I refused to pay. I wanted to make sure that I was going to not have to owe an extra amount to Park Capitol, if I paid the money agreed upon in the leasing contract for the buy-out cost.
Nearly a year has gone by, and I still have not heard from Park Capitol. So I guess the debt has either been forgiven or I have something on my credit report. I haven't bothered to check.
But, all-in-all, if you're looking for a nice-looking place to live in a safe area, and don't mind dealing with management who are disorganized, rude, and will lie through their teeth to get you to give them more money than you actually owe them... then Park Capitol is the place for you. k6tKKzmJrmATU2ap682S

Update on the situation: I just received a notice in the mail that I now owe them not $1600 (the lease buyout cost) or the nearly $2500 they were asking for before... I supposedly owe them nearly $2800. This is illegal. Interest cannot be charged on this matter, as it was not a loan and there was absolutely NOTHING in the leasing contract that said anything about interest being accrued. DO NOT MOVE INTO THIS APARTMENT! |
