Too Noisy - Lease terms not enforced by property

The noise level at this property is a real problem. The lease claims that quiet hours are from 9:00 pm to 9:00 am. The neighbors in my building party until the wee hours in the morning. I've mentioned it numerous times, but the noise continues. Property maintenance starts at 8:20 am. I have complained to the property manager and the owner's representative numerous times about this too. The property owner gave me the impression that she was bored with my complaint and that nothing would be done. The owner's representative insisted that the problem would be corrected. Today, I called the owner (for the _second_ day in a row) to complain about maintenance equipment (mowers and blowers) operating just after 8:00 am.
