great apartment, lousy service

I have to say I love my apartment! however, services are going down - they have stopped having 24-hour desk service which is a problem, the managment is VERY incompetant and EXTREMLY slow...it took 2 months to get my lease delivered alone. Maintenance has been decent - my washer broke and they rreplaced it, my garbage disposal broke replaced it. The only apartment complaint is that the windows are not insulated and cause a huge draft...this is a big problem since they have DOUBLED the cost of electricity since I moved in...they say its because costs doubled but I have my doubts it didn't happen until they switched from doing the billing themselves
