Nice place to live, but the manager is a drug user and it is obvious!!!!

I moved to these apartments in April and was very displeased when I got there!! The two young ladies in the Leasing Office are very friendly and professional, but the Property Manager is a flake!!! She tells you one thing, then turns right around in the next breath and changes!! She is an obvious drug user!! I have come to the office on several occasions and she has just been totally out of it! She is so weird. She tries to act so professional, but it is obvious that she is putting on a front! Her pupils are ALWAYS dilated to the 10th power and she is always talking like an insane person!!!! I am thinking about calling the management company, to make them aware of this. She seems very incompetent, and I don't feel comfortable with her handling the affairs of my living situation. I like my apartment, but if I have an issue I don't know who I could speak with about it. the Property Manager is high all the time, that I feel she won't do anything about it anyway!
I've tried to reach her boss to no avail.....Let's pray nothing happens because this woman, will probably run out to grab drugs up her nose first!!!!!!
