If you are looking to buy - I would only buy on the 4th floor as you are most unlikely to hear the every move of your upstairs neighbors as you do on every other floor. However, with the elevator frequently not working, that may not be the best option either. Not only can you hear your upstairs neighbors, but sound carries all too well within the apartment. I am often woken up by my roommate pouring her cereal into her bowl - so soundproofing would be a must. Also, the fire alarms frequently go off without reason. The parking garage is not all that special and when it rains, it goes right through the ceiling of the garage. My advice is to try buying somewhere else. Also do not plan on receiving packages from UPS/FedEx or the like as they will most likely be stolen before you get home from work.
