The Aspen changes tenents the way most people change their socks. With such high turnover, they have to take what they can get. If we had decent managment, we wouldn't have this problem. Don't forget about the murder in the Aspen, A crack-addicted tenent MURDERED another tenent for her ATM card, so turover definately affects our collective saftey.
