I believe the author is wrong about the electricity. We receive an electric bill monthly from Dominion Electric. And in contrast to electric bills within the areas the rates are "average". We have rented in Woodbridge, Lorton as well as Dale City. After many years of renting you learn how to find the best available apartment to meet your needs. Heat rises, morning sun, trees will make a difference. My wife of more than 38 years is a proud Canadian/Canadien, and likes it cool/cold.
Water is free and there are so many ways to keep your utility bills manageable. Until we moved here, i had never purchased a ceiling fan. Now, i'd never live anywhere without 1-3. They will lower your utilities. Lowe's hardware has a great selection and they will even install them at a reasonable price. This next thing advantage, some will find totally unbelievable. And lastly, unless they have altered the AC policy, it is available ANYTIME, with no special request. A short aside: I was in the Navy stationed in the Pentagon. It was early May and the temps would exceed 90 , but we'd be forced to wear our WOOL winter blues until May 15. This writer is correct in that some apartments, condos and office buildings will NOT turn on the AC until a specific date that is written into the lease. Always check your lease. At this very minute my thermostat is set at 72. And it is 72. The amount of your electric will depend upon you, your habits, and your willingness to move to ways to cut back to save.
