DON'T LIVE HERE: Terrible Management, Unresponsive Maintenance, Shady Neighbors

I sublet this place and lived here the better part of a year. The management changed in that time from bad to worse.
The woman "in charge" of things now is outright rude on the rare occasion you can actually catch her on the phone. (And I mean RARE.) She doesn't seem to keep regular office hours, or perhaps she just avoids answering the phone whenever possible. And, to reiterate, when she does answer, she's more likely to be rude to you than to try to help you in any way. She actually yelled at me nearly every time I called.
When you can get to the emergency number (sometimes it's available, sometimes it's not) the service that answers that line is rude as well.
Messages are never returned, and maintenance requests are only handled if you call several times a day, several days in a row. If you're lucky enough to get maintenance to come out, it's obvious they are only trained to correct a handful of problems. If your issue doesn't fit easily into one of those categories, they will insist they've repaired it and never return. If they can repair your problem, they will do so in the most shoddy way possible. There are pests and rodents galore.
Tenants seem to find occasion to throw loud parties several times a month, and there always seem to be a bunch of shady guys hanging around outside. I walked into the basement storage & laundry area to witness the tail end of a drug deal one night. On more than one occasion, I placed items in front of my storage unit while I went to get my keys, and my belongings were pilfered through, various items taken.
While most of my immediate neighbors were polite to me in passing, there are clearly at least a few untrustworthy characters living here.
I repeat: DO NOT LIVE HERE.

The manager hasn't been rude to me and has been fairly responsive. However, she has no assistants and manages a second complex in DC. The management company really needs to get her an assistant. We have had delays in getting to speak with her before, and I have heard her sound a bit short to some of the other tenants.
The two times I called the maintenance folks for minor issues, they responded quite quickly.
