Make sure to check the utility policy/billing before you sign the lease. You will be charged even if you are not in the unit (away on business etc.) Turning down the A/C or heat does not make a difference either. They base the charges on the size of the unit. There is also no way to understand what the numbers on your monthly bill mean. They don't explain. You also will be charged a service fee because the billing is outsorced to a company in Texas (that's where you will mail your utility check).
