While I do not doubt the validity of the other claims posted on this board, my experience here has been fairly pleasant.
Maybe it's because I'm used to living in barracks, but I do like living here.
Good things. Bugs/roaches have been virtually nonexistant. My car (even when accidentally left unlocked) has not been broken into. I travel for weeks at a time and sometimes have no choice but to leave it in the parking lot and it stays untouched. At the same time, my apartment stays untouched.
Maintenance: I call the office, tell them my problem and they usually have someone fix it that same day.
Condition of the apartment: It's given me no problems. It's definitely old (only the kitchen and bathroom outlets have grounding holes) but again I've had no problems that couldn't be fixed within two days.
Location: I work at Anacostia Naval Station and it takes me 12 minutes to get there via I-395 if I leave by 7:30.
Price: Very good for the area. About right considering the tradeoffs.
Staff: Every time I've talked to them or had a problem they were friendly and helpful. I've seen several different crews pass through and they all seem like they genuinely want to help. I've been here four years in total and had a roach problem in the middle for about three months after neighbors moved in next door that brought them with them.
Neighbors: I've been lucky in that I've seen many neighbors cycle in and out of my building and yet all of them manage to stay quiet.
Bad things.
Parking: Because of the high immigrant population here there is a very stiff parking policy for the community. You get 1 spot per bedroom (via a windshield sticker) and 1 visitor placard where a visitor will have to park by the leasing office (which is very far away from my apartment). You can request temporary passes, but again all people have to park by the leasing office.
I had my liscence plate changed from North Carolina to Virginia and didn't have a chance to get my decal switched to match it. My car was towed that night at a cost to me of $100.
Also horns can be constantly blaring because a person picking a tenant up cannot park their car so they sit outside honking over and over again until the person comes out of their apartment.
Appearance: Yeah, the buildings are pretty ugly overall. Square. Brick. The painted ones have roofs at least. There are two streets.. Milan and Florence. The Milan side has more trees and looks a lot better. Inside it's what you make of it. You have carpet and walls.
Neighborhood: 75% do not speak English and will approach you asking questions that you don't understand. If you are skittish you will not like the area at all.
Extra fees: Since I've lived here they've added about $40 a month of extra fees for me to pay including community gas (plus the gas I use in my apartment) and a "service fee" plus the regular trash/sewage/water costs.
Towed cars: Towing is expensive. If you park here without a decal your car will be towed within hours. The 3rd party towing company is constantly patrolling the area looking for cars they don't recognize. That and they are a pretty dishonest group (different people will charge different amounts when you go to pick your car up).
So there you have it. My experience in a nutshell.
The place is far from great, but it's not bad either. It is/was ideal for my military tour here in DC.

i've done some research b4 moving into this apartment and i can not say anything more positive about other places around this dense city we live in also, and they are in $1500 range for a 1brm with utilities.
about the non-english speaking ppl that live here, that's just depend on how open minded you are towards it. i only have positive experience with the ppl here b/c i approached things with positive thinking.
some of the amigos out in the parking lot here are nice enough to lend me their visitor pass, the the 1st nite im here, when my car was not registered with the office yet.
if you have self respect for others then you will get some.
