I live in Phase II (the newer and more modern of the two buildings) and have few complaints about the service or amenities. Can't speak for Phase I, but the reviews speak for themeselves.
Utilities will be a problem, esp. with the sunroom. While it looks nice, it heats up the apt. in the summer and keeps it cold in the winter, thus causing extra pain in your utility bill (all units are individually metered.)
The amenities are nice, though do not get too excited about the work-out room (not gym, room!) Ancient equipment, not enough cardio stuff, and too many people. I myself prefer to spring for a membership at the Y (which is close by) than deal with the "gym." Also, its not 24/7, which seems weird in my mind...
Best features here include the parking (underground, but very tight spaces!) and location (Braddock road metro less than a block away!). Yes, there is public housing close by, but I don't see safety as an issue here, esp. if you've lived in a big city before (My wife and I have both walked by the projects at night with no problems, but with due vigilance.)
Gripes: rent is EXPENSIVE! With no utilities included, parking extra, the rent is high up there! $1300 for a 1 bed. apt. and yearly increases of $70-$80 (every year for the past 3 years!) Staff are a bit much, but not too bad. Yes, the mail is slow (arrives at 6 PM). Interns are here, but not that much of a problem in Phase II (although riding the elevator with some co-ed telling her friend on the phone about her "walk of shame" is a bit much.) Maintenance is a mixed bag, sometimes on time, sometimes slow.
Overall: Its not too bad, but you need plenty of $$$ and some patience.
