I agree with the others who describe how everything has gone downhill in the complex since the new management took over last year. I live in a 4th floor apartment and last year, while I was 5 months pregnant (and the temperature was 90 degrees), the elevator in our building went out and they did not send anyone to fix it for 5 days! When I called the front desk to complain and explain to them that being pregnant, it was very hazardous to have to carry all my groceries and trash up and down 4 flights of stairs, the guy who took my call laughed at me. That's their idea of customer service. Recently, they sent my husband and I a bill for $400 because, according to them, we were on a month-to-month lease and had failed to pay accordingly. When we told them that we, in fact, had signed a year-long lease, their response was, "Oh, ok, we lost a bunch of our paperwork, so we don't have a copy of your lease." Wonderful. In addition, there are a large number of military guys living here who treat the complex as their own personal frat house. I've got one set of neighbors here who blast house music until 2am 5 nights a week, making my walls shake and I have another neighbor who blasts rap music every weekday starting at 6:00am. Did I mention that they have their lawn-mowing people out there making tons of racket starting at 7:30am a couple mornings a week' Net result is I haven't gotten a decent night's sleep in over a year. If you are looking for peace and quiet, I'd look elsewhere. Personally, I'm moving my family out of here before our lease is up because I just can't take the noise anymore.

Equity Residential is a nightmare. Millbrook is the second place I have lived that was taken over by Equity Residential. In each case the management of the complex went from sufficient to horrific overnight when Equity took over.
I just looked at the Skyline review page and I see how horrible that place has gotten since Equity took over from Charles E. Smith.
In each case, Equity Residential decided to start huge construction projects on the building that made living there horrible. Keep in mind this is the Washington DC metro area and these place rent for close to $2000 month. Paying that money for LUXURY living comes with the Equity commitment of problems.
Last summer for 3 months there was constant pounding because of a roofing project. Than and 3-4 months of painters redoing the outside. More pounding as they replaced rotten wall boards.
BTW - The roof in my current apartment sprung a roof leak already.
To top it off, Equity nickel and dimes you for everything. Water, trash, sewer. And the rates continue to increase. Trash was just raised again. Water is not metered on your usage but averaged throughout the complex and you get billed accordingly.
The noise is horrible. Since Equity took over, they cut a deal with the military for temporary housing. So there is a constant rotation of 20 something military personel drinking beer on the balcony, hooting and hollaring. Last summer, someone threw dog crap on the side of the builing. As an added bonus on occasion the military guys get to bring home the company troop transports and park it on the lot.
Prior to Equity when Winklier owned the place, the management and residents were a lot better.
After 2 bad experiences with Equity - Never again.
Worst part is, Milbrook is not that bad of a place. Good location and offers a shuttle service to the metro (only reason I stayed as long as I did).
I read through many of the reviews about management on this site and I agree with most of it.
Before renting at an Equity apartment do a quick net search for Equity and Class Action Law Suits.
Horrible.

How come u guys don't report the problems w/ the military guys to their ranking officers??? They would be reprimanded. All it takes is a call.

I agree with the nickel and diming. We rented a small storage unit, which magically became a large unit once we were set to renew the lease. Same unit, but they wanted to classify it as a large. No wonder more than half the units are empty!
