Overcrowding and high condo fees

I have owned my apartment for nearly 5 years now and have several problems with the way this place is run. These are privately owned condos, however some owners rent their units out. I don't know what kind of screening the utilize, but one couple who rented a lower level unit had a domestic dispute on the same night that they moved in, and the police had to be called.
A lot of these units are overcrowded, which means that those of us with only 1 or 2 people in our households are paying the same amount as people who have 5 or more people in their apartments. There were 5 people -- 3 adults and 2 children -- living in my apartment before I purchased it. I can only imagine what's going on in some of these other units.
The condo fees go up each year. Part of the increase is because of the cost of utilities which are included in the monthly condo fee. Now certainly, if you have more people in an apartment, those people are going to use more utilities than a smaller household would. It only makes sense that larger households should pay more. As should these people who have washers and dryers in their apartments.
The office staff is barely competent. I feel for them because they deal with a lot of ignorant, rude and racist people. Still, some basic knowledge about property management would go a long way in helping them to handle day to day operations.
There are several dog owners who refuse to take their pets on the freight elevators as required by the rules. Maybe if there was some enforcement, they would quit doing this every day.
It hasn't been a horrible experience, but I am really looking forward to moving on to a single family house. I've had my fill of apartment living.

I was a resident back in 1980's and the management then was a joke! I lived on the 12th floor in a 2 bedroom and den and the condo fee at that time was out of sight. I know someone who is living there now and the roach problem is out of control, he thinks it because of the influx of middle easterners who live with seven adults to a unit
