Very nice place but ONE big problem

I love the brand new building, the helpful staff, the great location, the free food, and the excellent amenities. I am not writing to comment on that. I'm writing to note one BIG PROBLEM I've found: The condo building that shares the courtyard recently activated a fan on their roof and it is NOISY.
Now, I am not one to complain, and I lived with it for weeks before mentioning it to anyone, hoping it would go away, but it didn't. Unfortunately, despite queries made to the condo management and the city of Alexandria, nothing has been done. I personally don't understand how someone can put up such a noisy racket and take no responsibility for it, but that's what has happened.
Overall, this is a great place. But if you are paying for a high-end building at a high-end price, it is extremely unsatisfactory to be unable to open your window without the background noise of a grating fan that sounds like it comes from an airport runway. And when you go to bed, you hear it through the windows at night. You even here it walking up Ballengar St. This is something I'd live with this in a cheap place in D.C. at half the rent, but not here.
Note: The staff was kind enough to offer me a chance to move to another apt. in the building on the other side, but moving is a big hassle, so if it comes to that, I'll probably choose another location. The problem here is that the condo houses new restaurants, and the fan is probably related to their cooking facilities. And with one ongoing construction site and another next door in the beginning phases, it's unlikely to get any quieter around here for quite awhile.
