Honest Opinion and the WAY OUT

Ok, a few things. I moved in here because it's cheap, period.

At first I really liked it but as time went on, I got more and more frustrated with it.

Noise - I was constantly having problems with the guy above me playing music and blasting his TV at all hours. I complained and complained to management. I called the police several times, and nothing. Never did it stop.

Bugs - Ok, there are at least three different species of roaches that inhabit the place. There are big ones that you can see outside walking on the sidewalks at night if you pay attention. I've seen them in my apartment about 5 or 6 times in the 5 months I lived there. Then there are German roaches (the exterminator explained this to me) and they are the most frequent. I would see several of them per day. The exterminator also explained why the places are infested. He said that several times, they have been requested to perform a "flush out" where they go into every apartment within a few hours and spray everywhere in each of the buildings. But, they can only spray in an apartment if the tenants have appropriately prepared. He said, invariably, there are always a few tenants in each building who are not prepared. So they spray the rest of the apartments, and the roaches flee to those "safe" apartments. Once the spray wears off, they can return. I know that they do the "flush out" because after I forced my way out of my lease (one of my complaints was the roaches) they performed a flush out of my building (3810 Exec.).

Mice - One day I came home with my girlfriend and found the beautiful cookie cake she had made for me that afternoon being chowed down on by a mouse. Yep, a mouse. I would in turn see mice two other times, but I know they were around much more often. I would see droppings several days a week, but ONLY AFTER I STARTED LOOKING FOR THEM. There were numerous holes in the floorboards and such that mice could get through.

Residents - The residents were all very nice to me actually, save the one guy who lived above me. The Spanish men outside the building offered to help me move in, and when it was just my girlfriend and I moving me out, they actually did help. Tuned a five hour job into a 30 minute job. Of course, it was my girlfriend who asked for the help, so that might explain it. They did occasionally lean on my car, but I didn't really mind. I don't drive a BMW or anything like that after all. They will also whistle as women. My girlfriend would get it all the time, even when I was with her. It never bothered me too much, I know she's hot. She was an anthropology major in college too, so she just looked at it as a cultural thing, and took it as a compliment.

Management - I can't say how nice they were. This is the one part where I really disagree with the other posters. Maria, Gabriella and Mirabell were all extremely nice, all of the time. They always did what I asked and got things done for me. Even when I went to break my lease, they were understanding, although I had them in a legal bind, so they might have just tried to cut their losses.

Safety - Ok, I never once had a problem. But I'm 6'5" and 220lbs. Most people won't mess with me. Nor did my girlfriend, and she's tiny (I know, I know). But that being said, it is a bad neighborhood. If you look at the crime reports for Alexandria City, Executive Ave is up at the very top. I spoke to a few police officers, and they said that it's mostly Spanish guys from the locals bars who get into fights. A few muggings and that's about it. They never mentioned anything really bad like sexual assault or murder, but I should point it out. One time, after a cop pulled me over, he asked me if I was a glutton for punishment because I lived at PG. I responded that it's what I could afford. His patner told my girlfriend in the passenger seat that they get calls to Executive Ave more than any place else in the precinct. Nuff said.

OK I promised a way out for everyone who wants it. Here it is.

The City of Alexandria Health Code states (I don't remember where, but you can search it online at alexandriava.gov) that all buildings used for a residential purpose are to be rat free, rat proof, and mice counts as rats. Well, droppings prove it's not rat proof or rat free, so PG is in direct violation of Alexandria City Health Ordinance.

Ok, Well the VA Tenants Bill of Rights states that all landlords in the commonwealth are required to keep all rental units in compliance with local health codes. If there is a breach of complaince, then the tenant can notify the landlord of said breach, and if the breach is not fixed within 21 days, the lease is void after 30 days. You cannot sign away these rights in your lease.

Long story short, they, as your landlord are in violation of the health codes. It is your right to terminate a lease if your landlord does not fix the health code violation. Presidential Greens knows this, and if they know you know, you're scott free.
