Not Renewing Lease

I've spent the time my lease started (March 1, 2007) until now listening to the noise of capital improvements and waiting fearfully for a notice under my door about what was going to happen next. Then I found out that when my lease is up, my rent will rise about $100 and I will have to pay my own utilities. In effect, that is like two rate hikes at once! Plus, if I don't sign another lease, I will have to pay a $100 premium per month - and STILL have to give 60 days notice because the original lease I signed says so.
The apartments are okay and the balconies are nice. There are cooking odors in the hallways but they eventually go away. The stackable washer/dryer is very loud and is in the kitchen, so don't plan on watching tv if the washer is being used.
I will not be renewing my lease and I will not stay here when my lease is up because it will cost me almost $300 more each month. Obviously, I'm not rich!
