We moved here from out of state and were happy to find a place that seemed reasonably-priced and in a good location. At the time we were told that our application was being reviewed and approved for one of the renovated apartments - in fact, we were told that we could pick the exact model we wanted with features we wanted (on the ground floor) - we'd just have to wait until that particular unit was finished being renovated. We were also told the company was running specials to encourage people who already lived here to move into the new, more expensive, apartments. All we had to do to get the concessions was move into one of the non-rehabbed apartments and wait for "ours" to be finished - which we were told would only be a "couple of months." In return, we were promised that our "move-in fee" would be carried over to the new apartment, that the company would pay to move us, and that we would receive a concession on our monthly rent. When we came to sign the lease and get our keys, we were actually told the address of the renovated apartment that would be assigned to us once it was completed. Our lease was a 6-month lease for the older apartment and we were told it wasn't a big deal because we would definitely be moved into the new apartment before the lease was over. In fact, we had conversations with the rental agent about only unpacking what we would need to live for the next few months so we wouldn't have to repack everything to move into the new apartment.
The first three days here, we honestly thought about breaking our lease and finding another place to live. The air conditioning was down for our entire move to our 3rd floor apartment on a 90-degree weekend. The place has a lingering smell of onions and grease, and I never saw a cockroach in my life before we moved here. We came back from a weekend away to find a heavy rain had caused water to leak through our ceiling, including out of a electical fixture. The maintanence guy who came out didn't seem too concerned, though I have to think that can't be safe. They supposedly fixed the roof but there is one place that water streams out of when it rains. We stuck it out despite being extremely unhappy becasue we figured we could deal with it for a few months in return for the low price and the promise of a nice, brand-new apartment at the end.
Six months later, none of the new apartments are finished. And my boyfriend was told by the rental office a couple of weeks ago that they do not, in fact, have an apartment assigned to us, and that to hold one we're going to have to put down ANOTHER move-in fee. This broken promise leads me to believe that the rest was bunk as well. We will be out of this place ASAP, and it won't be a moment too soon.
My advice' Don't believe anything the rental company tells you unless you get it in writing. Lesson learned on my end. x-2PE3sjUIIeetAHoKOk

Sadly, this is all true. No air conditioning, lingering smells, pests, construction problems, long delays, and absolutely no information at all from the management staff. I was in the management office recently, and saw a framed copy of a document titled something like "Our Promises To You" laying on the floor in the lobby area. How appropriate and telling that the Encore management cared so little about their "promises" that they just left it lying on the ground. They truly don't care.
