A Maintenance Nightmare

We moved into the Lincoln Towers in mid-2005, moving from long distance and trusting the internet information, and the reputation of Charles Smith apartments gleaned from locals. What a mistake!
THE UNIT
The unit has been a maintenance nightmare. The water is unreliable and smells of chemicals after the relining of the pipes which, as others have commented, was a 2-month migraine that we weren't warned about when we leased. I've never been a bottled-water person, but I won't drink from the system here.
The HVAC seems demonically posessed, determined either to bring on an ice age when it's already cool, or create an inferno when it's already warm. The noise from the street (both metro trains, traffic, and the nearby bus depot is so loud that we can't open the patio window (which is the only one that opens) or make use of the huge patio that the LT touts as a benefit.
At this point, most of the appliances are serviceable, but far from attractive. The garbage disposal is apparently meant only for decoration.
THE PEOPLE
While the maintenance guys are nice, and some of the front desk folk and leasing office people as well, some of the front desk people are flagrantly rude. They never meet your eyes or respond to greetings, and you can see them every day for 6 months, but when you get a package, you get the flat-voiced demand for a "picher ID" you'd expect from a traffic cop. That's if they get off the phone to actually speak to you.
PUBLIC AREAS
The outside of the building is filthy with road grime, ever more apparent as new buildings go up nearby. They've done some re-planting, so the outdoor public areas look okay, but as others have noticed, the ground floor positively reeks of sour trash in the summertime. The hallways are scuffed, with frayed and sometimes missing baseboard, and for the first 6 months we were here, someone was constantly defacing the elevators in our wing, to the point of ripping out the floor indicators. Our front door is badly dented, looking like it's been attacked by deranged delivery people.
MISREPRESENTATION
When we leased, from a distance, we were assured that the unit was quiet (one of us works at home) and that a storage unit would be available. Both wound up being flagrant falsehoods, only detectable when we showed up with our worldly goods in the truck, having driven 3,000 miles to get here, and sunk money into non-refundable deposits.
About the only good thing you can say for the Lincoln Towers is that the location is good, and the rents are *slightly* lower than surrounding buldings. Perhaps life is nicer in the North Tower, but I have my doubts.
