Over 80 in my apartment with the heat in my unit off!!!

The Lenox Club has an old heating/air conditioning system whereby they must 'flip a switch' for the ENTIRE building to have heat OR air conditioning. What this means is that from October 15th until the date is gets really cold out (usually in December), those of us living about the 12th floor are sweating!! My apartment has been on average 80 degrees in the morning - this is with my windows open, fans running, and heat turned OFF. This is totally unacceptable. I am sweating in my apartment in November!!! Last year I turned the heat on once for two days. Friends of mine did not have to turn the heat on at all. There is a premium for living on the higher floors, but we get sweat out when the put the heat on for those on the lower floors.
DO NOT MOVE HERE!!!! IT IS HELL ON EARTH!!!
