I've lived in the same apartment for three years. When I first moved in, management was awful, and I had a series of major maintenance mishaps (floods) that got so bad that I probably could have sued for intentional infliction of emotional distress. But, I told myself that you get what you pay for, and I stuck it out.

They've gone through three or four managers in my time there, but it has settled down. After the initial monster left, the management improved greatly. Problems get fixed quickly, the place is clean enough, cheap, and convenient. I've had the opposite experience of a poster below, in that current management has been responsive and honest. If you can snag a subsidized apartment, go for it.
