My impression: the Management must be changed. There were numerous occasions when the promises were not fulfilled due to a lack of responsibility. The board must choose another Manager. The office hours could be more flexible (not only for tenants but also for landlords). The cost of repair (if any) could be lower, too. The building and surrounding is very nice. The safety is adequate. The elevators work 24/7, and I don't remember any problem. The noise is average of what you could expect in any apartment and generally depends on the tenants (they are mostly professionals, foreign students).
The only Management is very responsive to: any problems with bugs. They send the terminators every Wednesday for free. Usually, the problem can occur at the lower floor but none of the tenants ever complained, as far as I know. The amenities are very good. The location is nearly perfect (5 min walking distance to Metro, close to Georgetown, river, many restaurants, park, etc.)
Overall: recommended.

You must be a rather disgusting person to say that The River Place East Ghetto is such a nice place to live. Ohh, and management doesn't always send the "terminators" (your word) and if they do, its questionable if they really do anything about the pests that overpopulate the building. I'm glad you enjoy living in the slums. I sure don't!!

I can vouch for the "terminators" not doing anything when they're supposed to sometimes. The first time they sprayed for bedbugs he didn't touch a pile of suitcases I had. I called them and they claimed they rearranged them exactly as I had them. #1 It would've been impossible to do that. #2 they didn't rearrange everything else that way. Truth was he never touched them. Luckily he was able to get the bugs though. 3 weeks later, when he was supposed to do a follow-up, he never showed. I called and he actually tried saying he was there. Unluckily for him, I work from home and never left my apartment. I even verified with the front office he never came to get keys to the apt. BUSTED. I called his boss. He came back the next day to finish the job. Needless to say no pleasantries were discussed between us when he showed up the next day.

As I expected, the management was replaced and my requests for repair were fulfilled. I hope that everything will be better inlcluding more responsible contractor for pest control. Unfortunately, the handyman they use is working for all 4 buildings and therefore must be shared (read: wait in line).
