Average, depends on what you are looking for

This place looks great on paper, but the reality is not too rosy. I signed the lease before I moved to DC, so I had much higher expectations. I was paying relatively high rent and soon realized that I could have gotten a better place for my money.
Now the details:
Location - The location is very convenient, but the area is ghostly after 6 pm when all the offices close. It is not unsafe, but it just means that if you want to grab something to eat late at night, you have very limited options.
Landlord - All units are owned by different people, so you will deal with someone different. My landlord was OK, helpful, responsive, and understanding. He tried to cheat me out of my deposit, so I argued with him and he gave it back.
Problem 1: PARKING - absolute nightmare and scam. There are assigned spots, but there is no consistency as to how much they charge, it's a black market. Guest parking is unavailable, if you pull up in front of the building, someone will put a boot on your car and charge $35 to remove it. Even for move in, they only give you a pass for 30 minutes for the loading deck and they enforce it. There is a "guest" paid lot, but again, I have been charged anything from 6 to 13 dollars, depending on who was working. They don't give you a receipt either.
Problem 2: The management office is only open from 9-5 on weekdays. So, if you are a normal person with a job, you have to be late for work in order to get something done (like get your building ID or get a guest pass for the pool and gym).
Problem 3: Interesting residents - It is a very diverse environment which is both good and bad. A high percentage are Asian and speak no English. Entire families live in studio apartments and there are kids running everywhere. In my hallway, I also had a problem with the CONSTANT pungent smell of curry, but the rest of the building seemed to be OK.
Problem 4: Bizarre incidents - In 2003 the gym burned down under mysterious circumstances and it took 2 years to rebuild. Many people I talked to were convinced it was an insurance scam. There have been several other fires and the fire alarm goes off 3-4 times a week at night.
Overall, decent and safe, but not a place I liked to call home. They made some building renovations, put new carpets etc, so the place looks fine. My unit was clean and cosy, no rodents or bugs.
