Cheap

If you are looking for a place close to the metro that is cheap for the area, go for it.
But I recommend living on the front of the building (tend not to have the problem with leaks that the back of the building has) and not living above the 5th floor, for there are frequent elevator outages.
There is only one time I can remember (have lived here about 3 years now) that both elevators were out, and usually if one elevator is out then management lets you use the stairs.
I say let becuase usually the stairs lead to outside and you make the fire alarm go off if you use them normally.
Also, the hot water situation in the winter stinks.
If you shower between 7:30 and 8 in the winter a lot of mornings the building will run out of hot water, and you will get a lukewarm shower.
Its not fun when its freezing out.
All in all not a bad place for a first apartment out of college or something cheap needed for location, but not the place to go for luxery living.
