They dont care to return your security deposit

I left this apartment in the month of March and paid a good amount of lease breake (2620 USD). They kept my security deposit (800 USD) and ensured that cheque will be sent within 30-40 days ,to the address mentioned by me in the lease breake kind of form.
It has been more than almost 75-80 days now and they didnt send any cheque.
I am not in US and facing problem in communicating with them. Thats why i have taken this route to inform them and others also.

You being out of the country is not the reason they still havn't returned your deposit. It took them 98 days to return mine after I "bothered" them twice a week for the entire 98 days!

Acording to The Virginia Residential Landlord Tenant Act, article 55-248.15:1 Security Deposits MUST BE RETURNED TO TENANT WITHIN 45 DAYS of vacancy. Any deductions must be in written detail.-Mike mohara@cbmove.com

Where did you find that VA Residental Landlord Tenant Act? I love to report this place for all kinds of violations, but don't know where or how to do it. I am sure there are all kinds of health violations, fire code violations and such. I was walking my dog a couple of days ago and there is an open manhole in front of one of the apartment buildings he could have fallen right into. What if somebody's kid fell in that thing let alone someone breaking a leg in it? It has been open for quite awhile. Someone had cardboard over it, but that melted when it rained.
