I lived in Terrace View off and on for ten years (in four different apartments). The prices are slightly high for the area, but not too bad. As you might expect, the newer buildings are both nicer and pricier. However, the insulation (against both the weather and noise) is better, not to mention the more/better appliances. I felt that my first floor apartments sometimes felt clammy (due to poor airflow'), but the second floor apartments were very comfortable. Noise is not too bad, especially in the pricier areas, although you should expect weekend parties - most of your neighbors _are_ Tech students. Avoid apts. near the BT - nothing ruins your sleep more than the hourly gathering of the drunks. Crime is petty, if it exists at all. I rarely locked my doors.
