Nice but noisy

Years at this apartment: 2005 - 2005
 
Nice but it is very noisy. I live in the "professional" areas - hence we sign a document promissing to not be noisy. However a building next to ours belongs to University Terrace. They have parties every weekend, shouting from the balcony, trash thrown out of the window... When mentioning this to the managers, they couldn't help since this is not Terrace View.
