i lived in the elms for a year and the lady upstairs let her kids jump and run all over their apartment and wouldn't stop till around 1am after i had already gone to bed. they constantly made noise and my life was a living hell when i lived there. we sent letters to the office, called the cops, talked to the offending neighbor, and even had a lawyer write a letter but all that the so called "manager" could say was "i'm sorry i can't help you" she was worthless! my wife and i were planning on living there for at least 2 years till we could afford a house but because of the lack of help from the office and the COMPLETE violation of the lease by the upstairs neighbor we bought a house because we refused to rent ANYWHERE again. not to mention after we moved out they sent us a bill for $300. for replacing a carpet that was stained from 2 leaks in the apartment where pipes had busted due to crappy construction. DO NOT LIVE AT THE ELMS!!!!
